Bursary
A bursary is student aid you do not have to repay, given mainly because of financial need. Schools and governments both award them. It is not a loan, which you pay back, and it is usually not a scholarship, which is based on marks or talent. In the United States the same idea is typically called a grant. In Canada and other Commonwealth countries, bursary is the usual word.
